This is factually false to an extreme degree.

Spending was clearly excessive under the General Manager who terminated on 12/31/2007.
However, since then:
  • 5-year Capital improvement plan spending has decreased by $302 million.
    --  It peaked at $388,901,409 in the2008-2012 CIP.
    --  It has dropped to $86,556,365 in the 2012-2016 CIP.

     
  • Operating expenses have been cut by $5 million per year.
    -- Costs peaked at $63,452,971 in 2008.
    -- Costs dropped to $48,559,130 by 2010
